设计理念

1. 借鉴中国传统院落式规划布局方式，按职能部门分解建筑体量，营造政府建筑亲民形象。
2. 运用模块化临港文化元素，便于分期实施以及后期变更用途；
3. 所有相关功能间用直线连廊直接联系，使各职能部门间相对独立的同时又方便联系，提高政府运转效率。
4. 摒弃传统的政府建筑立面表情，采用虚实结合的现代手法组织立面设计，体现公开公正透明的新行政意象。
5. 采用成熟低碳环保措施，降低建造运营成本，实现可持续发展。

Design concept

1. Learn from the traditional Chinese courtyard style planning layout, decompose the building volume according to the functional departments, and create a friendly image of government buildings.
2. Take advantage of container image whose modular feature is convenient for phasing implementation and later change of use.
3. All related functions are directly connected with each other through a straight corridor, which makes the functional departments relatively independent and convenient to connect, and improves the efficiency of government operation.< br /> 4. Giving up the traditional facade expression of government office buildings, adopt the modern method of combining transparency with opaque ​to organize the facade design, and embody the new administrative image of openness, fairness and transparency.
5. Adopt mature low-carbon environmental protection measures to reduce construction and operation costs and realize sustainable development.
